What is the initiative and where is it implemented (city or country)?

Vietnam Association for Promoting Education (VAPE) contributes to the nation’s socialization in education, intellect, human resource training and talent fostering for industrialization and modernization (Columbia Southern University, 2017).

How was the initiative established? How was it implemented?

VAPE was established by the Prime Minister based on Decision No.122/TTg dated 29 February 1996. There are multiple forms of the Association for Promoting Education (APE), including APEs in residential communities, like the village study promotion association, the neighborhood study promotion association and the school extension association. There is also a Study Promotion Board, a group appointed by the governing body. Membership development over the past 20 years has grown rapidly.

Which stakeholders are involved in the design and/or implementation of the initiative? Which sectors do they represent?

VAPE partners with institutional departments, press agencies and service and business units are involved with a goal to promote educational development. The association has branches in provinces, cities and districts. It collaborates closely with local enterprises, schools and smaller communities.

What are the impacts of the initiative in terms of facilitating lifelong learning? Who does it benefit and how?

VAPE collaboration with Ton Duc Thang University’s (TDTU) Association for Promoting Education (April 2017)

TDTU Association for Promoting Education provides financial support to disadvantaged students through awarded scholarships, fee exemptions and reduced tuition fees for students who are residents of flood-affected areas. The association established a sponsorship model in which teachers sponsor students by covering their tuition fees (Toc Dung Thang University, 2017).

VAPE collaboration with Vietnam Farmers’ Union (May 2019)

On 6 May 2019, Vietnam Farmers’ Union (VNFU) and Vietnam Association for Promoting Education signed the cooperation agreement for the 2019 – 2023 period in Hanoi (Vietnam Farmers' Union, 2019).

With the support of VAPE, Vietnam Farmers’ Union carries out vocational training under the new rural development scheme by organizing in-service courses on science and technology for heads of union branches in rural areas.

VNFU’s collaboration with VAPE aims to build learning society through participation in lifelong learning activities that contribute to socio-economic development and higher intellectual standards.

VAPE scholarship support for young and adult learners (June 2020)

The inaugural ‘Learning never ends’ scholarship by the Vietnam Association for Promoting Education (VAPE) was awarded to 144 people, among them adults and children, in Hanoi on June 14 (Vietnamplus, 2020).

The scholarship awardees are farmers, industrial workers, teachers, education management personnel, civil servants and public employees; a number of recipients belong to ethnic minority groups or are people with disabilities.
